These preferences are only accessible through web management. These settings are used to select the user mailboxes to include when a Selective Voicemail backup is run. See Backup and restore using Web Manager.

For subscription systems, it also sets which mailboxes are included in the daily automatic backup to Customer Operations Manager. See Backup config.
