Forward On Busy On

This feature enables forwarding when the user's extension is busy. It uses the Forward Number destination or, if set, the Forward on Busy Number destination. If the user has call appearance buttons programmed, the system will not treat them as busy until all the call appearance buttons are in use. For further details, see Forward on Busy.
Forward Internal (User | Forwarding) can also be used to control whether internal calls are forwarded.
