Cause
Cause value 10 (N1-2) indicates that the user must include the prefix 1 as part of the CALLED PARTY NUMBER.
Cause value 10 (1TR6) indicates that the call cannot be completed because the circuit or channel currently available to handle the call request is inappropriate, or the ISDN network is congested.
This cause value has end-to-end significance. Communication Manager returns this cause value to the user who has originated the call.
