Deaf is the preferred term to describe the condition of people who cannot hear. Do not use hearing impaired as some people can perceive that term in a negative manner. Hard of hearing is the preferred term to describe the condition of people who have a partial hearing loss. In general, when you speak or write about a person with a disability, mention the person first and then the disability. For example, say people who are deaf instead of deaf people.
