Closing quotation marks next to other punctuation marks

When a closing quotation mark occurs next to another punctuation mark, put the punctuation inside the quotation mark.

Exception for a punctuation mark that is not part of the quoted string

In certain cases, if you put the other punctuation mark inside the quotation mark, the reader can infer that the other mark is part of the quoted string. In those cases, put the other mark outside the quotation mark to avoid ambiguity.
