In order for the Select IP Office menu to groups systems in a Small Community Network and allow loading of all the Small Community Network configurations, Manager must be enabled for SCN discovery.
Procedure
Select File | Preferences.
Select the Discovery tab.
Select the SCN Discovery option.
Check that the other discovery setting are sufficient to discover all the systems in the Small Community Network.
